Starter Moto Fault?

Its a 1992 car with corresponding age starter motor. Fails to start, checked the connections for cleanliness, no changes. When cranking, voltage drops to 8 - 10 V on a fully charged battery, even with a jump start thingy attached. Am I right in thinking the starter draws too much power for ignition (its megajolt) to fail?

Ive done carb cleaning, etc checks.

The voltage drop sounds normal. You could hook up a sparkplug, or timing strobe, to see if it sparks while it's been turned over.

 

Doing it with & without the plugs in should test your theory.
