Tach Issues?

Recently got a 91 Japan spec mini (998cc with AC, etc). I noticed that the tach doesn't work. Whilst getting into the brake servo and what-not, I saw that this was tucked away in the engine bay, and I think it has to do with the tach, but I can't seem to see where this would connect to, and if this is a busted part, or anything. It was just loose in the engine bay. 

 

Is this the sensor for the tach? 

If so, then does anyone know where this would attach to? I assume the distributor, but it doesn't reach that far

Can someone direct me to a part to buy to fix this if it's indeed broken?

Looks like the washer pump.

The tach works by a feed from the coil.
If I remember correctly it is a white wire with black trace.

The tacho does not use any other sender than this signal feed.

Your photo is the windscreen washer pump which should into the bottom of the reservoir on the inner wing. 

If the engine is running ok The coil connection should be fine and you will probably find the problem at the rear of the clocks. The Tacho connector is seperate from the main clocks connector so may have come off.
