I have one that looks the same and it is/was vented. I sealed the vent port with thickened epoxy for use on my vented tank.
I see on the linked MS item, the pics of underside of cap clearly show the vent port on the brass flange.
Mine was on car when purchased two yrs ago. It leaked petrol down outside of body work and some must have got past the neck rubber bushing b/c inside car would smell up, whenever tank had more than a half fill. Took it off and discovered no sealing gaskets between collar and tank neck, nor between outer cap threaded section and collar flange. Remedied by using teflon plumbers tape on the threaded section/flange and using a non-silicone type gasket maker product (Locktite 561?) On tank neck to collar sleeve. Propane heated collar before easily placing it on the neck with a few light rubber mallet taps to seat it fully. This has solved all leaks.

Ah I see, yep that’s the vent hole. I have an mpi tank feeding fuel injected s/c setup. Using standard non vented cap. So I just need to block this off then to make it non vented?

Correct. You can of course run it as is. The vent will not harm the fueling system. But you may get some leakage when running near full capacity.
by the way, be sure to check you've got the required tank neck length protuding out of the body as these caps require the longer necks found on mostly pre injected cars. See the MS description text for requirements.
