Is there anyway to get a Heritage Certificate for a 71 Mini?
I want to find out my cars exact birthdate.

Hertitage Motor Centre are the people who provide heritage certificates, but they can usually only do Mini's up to '69. The problem is that Leyland were not great at record keeping. They might be able to help though. To search against a body number will cost you about $65 US. Here's a link.

Might be on your cars import/export information, but I don't know where you'd find that. Where was it first registered?

Well then it could be an Ausie CKD or a completely Ausie car. So you might be able to find some information from whatever is left of Leyland Australia. If it is a CKD then I don't know when the manufacturing date would be. It could be when it was assembled in Australia, or it could be the day the kit was put together in Blighty.

well its not australian
it doesn't have windwings with roll down windows and external door hinges
its made in Britain, sold in New Zealand.... don't ask me why they didn't seel Aussy minis in NZ... I have no idea.
