Probably the best way to go is get the MOT chap to do the job...
Just make sure your adjusters move easily enough and that he does not have to struggle. .Take your headlamp rims off too.
For them, it's probably a 2 minute job, and you know they are set correctly
Job done..

No MoT testers in Kansas - I got caught exactly the same last week ![]()
Using a wall is as good a way as any, that's the real world the rules will be written for. The smoke 'n mirrors gadgets just allow spanner monkeys to do the same job more conveniently.
I bet you could rig something up with a laser level to make locating where the centre of the beam should be a bit more technical.

It’s been a number of years since I posted this. Recently I’ve been using chat gpt and asked this question. The answer for manually adjusting was pretty straight forward. Some variation depending on type of headlight and whether it was for US (DOT) or Europe. But basically setup the car (headlights) 25’ from a wall. Measure height from the ground to the center of the headlight. Mark this distance on the wall. Then it goes on to adjusting 1”-2” up or down depending on high beam v. Low beam. I consider this a good starting point. As usual with chat GPT sometimes the info is not exact and can be way off. Always good to check other sources.
