It looks like a cooper,sports exhaust, bonnet stripes,13"wheels etc but no cooper decals,can someone tell me what's the difference between a 1999 cooper and a 1999 mini sportspack please?

Sportspack minis had large wide arches and 13" wheels
Non sportspack had the plastic narrow special type arches and 12" wheels

The 'Sports Pack' was just one of the many Rover Accessories options you could order for either your (standard) Mini or Mini Cooper.
IF it was an official 'Sports Pack' (ie fitted by Rover or Cooper) they insisted you also got the Steering Kit (reduced travel steering rack) & Suspension kit (heavier duty shock absorbers to compensate for the extra weight of the 13" wheels & a strengthened rear subframe).

Factory fitted Cooper 'Sportspack' Minis came with 2 spotlights, 2 foglights, chrome tailpipe, oil temp & battery condition gauges, & a sportier throttle pedal - i'm not sure if these came on a non-Cooper Mini with a factory fitted sports pack.option.

Some Special Editions like the 'Mini 40' were non-Cooper Minis but had the Sportpack option and the same mechanical/engine spec as the Sportpack Mini Cooper MPi.
