I think the answer is because they can, they rely on us to grumble a bit shrug our shoulders and pay up like we always do. I'm not a fan of the French in general, but you have to give them there due, if they don't like something they kick off big time as seen recently when the prez tried to push through raising the retirement age to 64 ( and were all told being in the EU meant everybody was equal).
