Mpi Certificate Of Conformity

I thought I would check out the rover certificate of conformity to see if the mpi mini would pass the  London emissions zone ulez. Having got a k series engine through with a NOx of 0.076.

 

I found the certificate available from:-

but at £175, it’s not for nothing  :ohno:

 

the ulez exemption can be applied for, but you need the certificate of conformity from the manufacture with a NOx value that must be 0.08 or less, eg Euro 4 petrol. With the v5c.

It does have emission values   :D ,  but unfortunately the mpi mini NOx is 0.088. Close but does not meet euro 4 NOx.

 

but the other emissions values from the certificate may be of interest, see pic attached. :D

mmm!

 

having had another look at this, i am a bit more hopeful.

 

why?

 

the euro 4 NOx standard value is 0.08, which is to 2 decimal places.  Later euro standards 5-6 go the 3 decimal places eg 0.060.

 

To me that looks like decimal places are important, as they added a zero later.

 

So, with no rounding up or down.

 

the mpi mini NOx value to 2 decimal places is 0.08. :D

 

So I think it meets the euro 4 NOx value.

This may be my optimistic interpretation :D

 

So, i will go ahead and apply for exemption for london ULEZ charge.

 

It cost nothing, but the last one took 3 months >_<, no 4 months now i count up.

I live in Bristol with a similar emissions zone, would a London exemption cover Brizzle as well? (assuming the certificate is for the car in general, not just the London zone)

I just had a quick look and Bristol gets grouped together with other zones in the uk, under a gov scheme. 

looks like it’s the same euro 4 petrol requirement.

 

but I am not sure how to apply for exemption on the gov site, that’s probably by design.

 

All I can see a method for enquiry at the mo.

 

but it’s clear the London ulez is different.

Isn't there a classic vehicle exemption?  So any pre '83 Mini gets a free pass.

sorry for the delay, here is where the application stands:-

 

I have applied for ULEZ and it has been rejected.  This is not unusual for cars that pass the NOx limit.

 

I challenged the rejection with a letter stating the mpi mini has a NOx 0.08 to 2 decimal places and got rejected with a std letter.

 

 

but the letter did state :-

 

"Petrol Vehicles must be Euro 4 or have NOx emissions equal to, or less than, 0.08 grams per kilometre"

 

 

So, i am going to apply again with a covering letter this time stating the above and that the mpi mini NOx is 0,08 to 2 decimal places.

 

I think the challenge to the initial application was a waist of time as the std letter reply shows they don’t look at the challenge.

I'd have to drive in the ULEZ everyday for nearly 4 years before its cheaper than getting an EV conversion  :D

sorry no progress, i just got a standard rejection email.

 

they dont answer any questions or respond to any covering letter, just the repeated standard rejection email.

 

i still think the mpi passes, but i lost interest really, i think the only way forward is the phone them and speak to a person.

 

i dont drive in london, for me it was an interesting challenge .
