Possibly a detached wire on the stalk. There's a single wire goes up the stalk & the stalk itself is the other conductor in the circuit, via a wire that's attached at the bottom. It's prone to breaking off from all the flexing it gets & the other contacts are nearby for shorting, like the high beam. If it was elsewhere it'd likely do the same with high beam (stalk forward).

The horn couldn't be wired for a steering wheel horn push could it?
If we're thinking of the same Mk3 Mini stalk, with horn push, it earths via the horn. Steering wheel centre pushes have 12v fed to the horn that earths via the horn push.

Just seen this after posting. No help to you I’m afraid. We are encountering similar problems with our 1981 mini. Bought a new headlight switch and power to one terminal but the other connections go to earth. We are just starting to look at the light stalk but struggling to get the steering wheel of the splines. Judicious tapping from underneath is not working so will sprat with penetrating wd-40 and keep persisting.
