I have tracked the rear wheels using string method I have now moved onto the front no engine in yet but will redo when engine is in place centred the rack with 6mm dowel done the offside wheel but there doesn’t seem to be enough adjustment to set the near side there is still too much toe in

Is everything actually fitted correctly.

and I would not bother till the engine is in and the suspension settled.

bet the track rod ends are upside down.

I have centred the rack with 6mm dowel done the offside wheel but there doesn’t seem to be enough adjustment to set the near side.  There is still too much toe in

Do you mean, that there is insufficient steering rack thread to engage in the track-rod end ?

All you can do is wait until the engine is in place to set the suspension geometry correctly.

Don't even bother until final weights in, ride height settled and at rest position, be wasting your time if not.

Can you describe how you are measuring it?

Do you have the strings parallel to each other or are you running them against the tyres? I know you say only one side appears to be an issue.
