Spark Plugs

When I check the plugs to tune the carb three plugs look rich but the 4th one looks like that cylinder is running very lean. I have set the timing already and checked the compression on all 4 cylinders and they are good.
Any ideas?

What type of plugs are they?
Is the distributor cap and rotor arm in good condition?

Brand new distributor, coil, wire and plugs

What is the fuel system? Carb? SPi?, MPi? The plug order seems to be 2, 3, 1, 4 from rich to lean with both the inner plugs being richer than their adjacent outers. Fuel/air mixing problems in the manifolds? Minor air leak?
