Petrol Tank Vent (Metal) Pipe Blocked

Hello

 

1993 L Reg Uk, RHD SPI Cooper

 

Petrol tank

 

The metal vent pipe at the top of the tank (that's what I assume it is anyway).

 

I've had the tank out to replace the sender and the pump.

 

I noticed that the vent pipe (on the tank, not the rubber hose) was blocked.

 

A previous owner had clearly gone out of their way to fill the pipe with some sort of sealant material.

 

Questions:

 

1. Any idea why anyone would do such a thing? Was it perhaps a "cure" for another problem elsewhere? That, if unblocked, I'll also have to address?

 

2. I can get a Dremmel and a small drill bit into the metal pipe to clear the gunk. It goes about 5mm beyond the flange on the top of the tank, ie just into the slightly higher half of the tank. Does anyone know what lurks inside? Is there a valve, a bend, some sort of filtering material etc? Do I need to worry that I can't get the drill bit any further in?

Sorry, is that not the top of the tank? If so, is that where the tanks breathing system connects to? These cars have a closed system where the fumes pass through a charcoal canister before being burnt back through the engine. On the very top of the fuel tank is a little canister thing with some very delicate hoses. Mine broke while removing it. Could be that the previous owner was trying to do away with the evap system. You would have to cap that off AND install a vented fuel cap.
