I don't fancy removing the dashboard again to replace the cable

if you can't wind the core back together again cut down outer slightly and carefully with small hacksaw (metal blade) and same with inner using cutting section on pliers have done this before for the same reason

similar to above, but clean the end with thinners, brake cleaner etc, wind it back together as best you can, solder the frayed section (plumbers flux helps if you have any) and then tidy it up carefully with side cutters,files etc
i like to solder cable ends to reduce the likelihood of them fraying in the first place (..it's not a perfect solution, but i find it helps)

You could replace just the inner, while you psyche yourself up for the contortionism.

As above I would cut the outter.. noting beats replacement..

Any thoughts on pushing the cable straight through the linkage then using something like these to secure it?

Superglue the frayed ends, twist them as you go, use disposable gloves obviously.
