My 1989 mini has lost its interior heater blower and wipers.
The car is fitted with a 5 fuse blade type fuse block.
The second fuse has no power to either side of the fuse.
My question is where does the power take off come from for this circuit so I can track the wiring back.

Sounds like a non standard set up so going to be difficult to diagnose/advise without actually being in front of the car

 

However a good starting point is to look at the "relevant" wiring diagram (search on google but they are on here) and you will see where the circuits are normally fed from

 

I say "relevant" and normally because as I said it sounds like your fuse box is non standard so there may be other changes/mods to the wiring

An '89 mini would come with a 4 fuse box and several fuses behind the carb. The fuse your looking for will have light green wiring.
