Im sure this has been asked before - how much work is involved to respray a mini to a different colour? all panel works been done. sandblasted, rust cutout and new metal welded in everywhere it was needed, epoxy primed and then coated in 2k ppg deltron. If I wanted to change the top coat colour what's the process? do you have to do a full strip again or can it be coated over the existing? (note: I may be purchasing a mini from someone hence why im asking the question)

You can just key it and spray a new top coat ....assuming it's fully cured....but it does  depend what colour it is now and what colour you want it.

For example you wouldn't spray white over red as it will blead through.

Best bet in that case would be to key it,spray a sealer coat that's close to the new top coats colour and then your new top coat.

The sealer coat can be thinned epoxy primer

Just be mindfull of the type of paint your covering too. Cellulose will react with enamel and wrinkle up ruining the finish. Might be wise to make sure it's not been painted previously.
