I converted my '89 City to Mk1 instruments including toggle switches. The biggest problem was that the hole for the central switch panel is bigger on the Mk5 so I had to have a fillet of metal welded in (see my build blog) Moving the instrument binnacle from in front of the steering wheel to a central position was fairly straightforward, moving some of the switches to the centre meant lengthening the wires, then figuring out which wires did what and how that related to the toggle switches   (not a problem you'll have if you intend to use rocker switches). I then added an auxiliary panel under the parcel shelf for the extra switches and warning lamps.
