Has anyone tried and had success using Berryman's B-12 piston soak procedure to free stuck piston rings?

From experience, the best option is generic rust busting penetrating fluid (Inox, crc, wd40 etc) and time.

It depends on what they are stuck from.

 

If it's combustion by-products, I'd say there well could be other issues there. In this case, neat petrol or diesel fuel would also work.

 

If it's from a poor quality oil that burnt or gummed, then a change of oil to a quality brand of oil intended for diesel engines will do the trick there, but I wouldn't leave it in too long about 200 - 500 miles. These have more and better detergents than that used in petrol engines, but if it's an engine that has flat tappets, it will can result in a high rate of wear in the valve train if left in too long. Just check the colour of the oil often, once it's gone really dark and stinks, change it.

Basically its pouring 1-2 ounces of a solvent (B-12) into the combustion chamber and letting it seep down the cylinder walls to the rings. Rotate the engine by hand 3-4 times, then loosely re-install the plugs to prevent evaporation.  Wait 4 hours.  Repeat 2-3 times.  To lubricate the cylinder walls, pour 2 ounces of motor oil into each cylinder and manually rotate the engine through 4 cycles.  Vacuum out the excess oil and start engine, run at idle for 5 minutes.  Change oil and filter to remove any contaminants that may have dripped into the gearbox.  Drive about 100 miles, repeat oil/filter change. I've not done this procedure and am a little concerned about bearings in the gearbox-how would they be affected by any nastiness.  But a good flush with clean oil would probably clean anything out.
