At what point of lowering would you use ball joint droppers?
Are these used only for correcting the roll centre or at some point are they needed to prevent ball joint pin binding also?

They make the Ball Joint Binding issue worse. You need to fit some sort of limiter(s) to the suspension to avoid this issue.

Which you should do anyway when you have lowered the car.
