What would be the noticeable on road driving differences between these two tyre sizes?

It depends on how hard you like to take corners as the 165 generally has quite a lot more rubber on the road, more than the 20 mm it would suggest.

 

The 145 will be slightly more comfortable as it has a very slightly higher sidewall so will soak up the bumps better, how much you notice in the world bumpiest car I`m not sure :)
