The Haynes manual states 1.53mm toe out. Question, is that a combined measurement for both wheels or is that the toe out dimension for each wheel?

Combined, you're measuring one wheel off the other. If you want to be accurate, let the car roll so you can reference where it's steering straight ahead & measure the tracking there.

Best to go by the angle which is 14 minutes total (7 per wheel). The "mm" value changes based on the wheel size, equipment used and which standard.
