He has taken out the ballast wire to run this ignition, has he made a mistake?
Or is there an alternative to get the signal back to the rev counter?

Normally leaving the ballasted wire (which is nothing more than a resistor) out of an electronic ignition is right. Usually the circuit within the ignition module takes care of this resistor. When I fitted my Lumenition Performance Optronic I made one big mistake in running zero resistance in the ignition cables which destroyed the amplifier in the module. One should always use either suppressed ignition leads or better zero Ohm ignition leads with suppressed spark plug caps with at least 5 kiloOhms resistance.
Your rev counter should run nontheless after the modification. Are you sure that the rev counter did not get harmed during the hole operation?

The mechanic probably disconnected the white wire with black stripe. That originally goes to the tacho as well as distributor. All you need to do is plug it back in and make sure the wire poking out for the distributor is either plugged into the distributor or in a way that it wont contact anything.
