Does anyone know what year a horn relay was fitted from factory ?
The current horn is not standard and is very pathetic, it has two wires one purple and black and one black wire however the wires have all been tidied with the harness tape so not easy to trace it back.

Possibly just the MPI, with steering wheel horn presses. Have you checked out the wiring diagrams?
....actually, having taken my own advice, it turns out the SPI does too. It's not for the horn press, it's so the alarm can sound the horn.

Great thanks, looks like mine won’t have a horn relay then. It’s originally a 94 Mini 35 so last of the carb engines.

The relay would be under the bonnet, with purple/black wires as you mentioned. There's an illustration in the link above.

Nothing to stop you adding one. Use the existing purple/black and earth to activate the relay, with a new cable from the fuse box via the relay to power the horns.
