My MKIII has a bracket that both brake and clutch master cylinders are mounted on and a portion of this bracket extends about 2" from the firewall. In that bracket is a hole of approx 1/2" diameter that is of no apparent use, at least that I can think of. Could that be for routing of the throttle cable downwards towards the ferrule in the lower firewall?

If I’m interpreting your description correctly the top L/hand engine tie bar is connected to it on mine.

Is it not the mounting point for the top end of the clutch hose?

I think it's a left over item from when the cars had hydrolastic suspension. It's where the union of the metal pipe/displacer hose mounted.
