I was wondering what people do with this unattached at one side piece of metal?

I plan on leaving 3" of the old skin round the car to stick the new carbon/glass panel onto.
Do people weld this "flapping" bit of steel to the roof skin, cut it off or just leave it flapping?
I was thinking of welding it to the 3" of roof skin to form some strengthening "rails" as I can't see cutting it off saving much weight.
