I am now thinking that I might have been a major dummy. Looking at the wheel arch and the replacement panel I bought, I am thinking that the two panels slightly overlap each other. whereas I think I have just straight up cut it off and thus have nothing to weld onto....damn.

weld a bit back on the end and flush it off

 

again pictures are helpful here it's hard to follow just text sadly

I wouldn't worry, it could easily have been as crusty as what you intended to replace.
