inertia harnesses are available from some manufacturers yes. Try a search on google for:
Willans harnesses
Sparco harnesses
Luke harnesses
OMP harnesses
There are plenty of manufacturers to choose from. I am sure that I have seen some that do inertia setups. Some of them definitely do harnesses that have a release buckle behind your head, so you can unclip to lean forward.

i've looked long and hard for these before and only found two,
Corbeau make them. But they're only sold in america for some reason??? they're pretty kewl because they have a mechanism for locking off the inertia reel for track use or whatever. They're around $80 each in america
Securon make them too, but they dont have the lock off. They also cost a fortune £99 each direct from securon.
Having said that i'm sure you could get them made up because all they are is a inertia reel with a tounge on the end, then theres a buckle on the end of the harness.

Problem with getting them made up is the approval ratings. You'd have to go to an approved harness manufacturer who would then have to type approve a modification to a belt, to get it properly 'E' marked etc.
That'd end up costing a load more than the £99 for a ready made one.
