Anyone know the value of the Dim/Dip Resistor on the 1.3i Cooper's.

That's the Relay not the resistor.

Isnt the resistance built into the wiring ? in a similar way to the ballast resistor ?

I assume you mean the brass type think which is bolted to the bulkead cross member by the radiator...
