well if all the parts are new, they cant really give it a Q plate because the date of the build IS known... the Q is for unknown origins... so body from the 80s, engine from the 90s internals from the 70s kinda thing....

thats right!

if you build a car with all new parts you get a new reg, you have to pass a rigorous sva test (british type approval) i.e things like i made a collapsable steering column to bring it up to date, then you have to show every receipt at the dvla
