ride height un-even on front

hi guys
in the process of doing up 1990 mayfair, have re-newed all running gear on rear (subframe, radius arms, rubber cones hi-los set at standard heights) about to put arches on so put car back on ground to line up for mounting and cutting front of arch to clear 6x12 revolutions and it appered only one side needed cutting as left side did not foul wheel, further investigation revealed one side of car 30mm higher than other (measured to wheel arch under side repeater) could it be rubber cones are knackered, am fitting new ones and ride height adjusters.
has anyone had same problem.
i will probably fit new front cones and shocks before lining up and drilling arches but any feedback would be helpful

yup cones are knackered, or the knuckle joints have collapsed.

thought that might be the case renewing all, i read somewhere they should be replaced at 20,000 miles anyway depending on use/abuse
