Rubber inslation behing instrument panel

I am fitting a new dash and there is a layer of rubber inslation behing the instrument panel. I asume this is for noise reduction but is it also fire proofing material. I am thinking of removing it and fitting a thinner noise deadning system as I need all the room behind it as I am fitting a dash without the top and bottom rails.

Also has anyone here fitted a dashnoard without the top and bottom rails. If so is it possible to get longer more flexible hoses for the air vents to reoute them as I wish to recess the instrument panel.
