Inner wing repair behind shock mount

Found this shocker lurking behind a nasty repair.

(That screwdriver is coming thorough from above the accelerator pedal!)

Any ideas what to do with it? Is that bit double layered for a reason? Has anyone patched this bit up before?

As this bit is holed, the flitch has been repaired 3times and the drivers floor/flitch join is poorly welded should I just replace the whole lot with a complete inner wing section with a-panels like what Racing Green is selling? See here

Id repair it as I did on mine, just do one bit at a time.
