My brothers just bought a 94 spi monte carlo and the guy who sold it supplied mot certificate saying it passed 5 days prior to sale. Ive just been looking at it and theres no cat on the exhaust system. I was under the impression that all cars after 92 had to have a CAT fitted. Does it need one and if so how the hell has it got a brand new mot certificate?

should 94 monte carlo have a cat?

Anything after around aug 1992 should have a cat on it. not to sure how it passed though.

No car NEEDS a Cat, it's just harder to pass the emissions test without one....

I was of the understanding that the tester was required to check for "the presence of a cat"

Nope, the age of the vehicle (or more importantly the age of the engine if you can prove it's age) just determines which emissions test it needs to take...
For example...
If you had a mk3 cooper engine ( circa 1970 ) in a 1999 mini, and had documentary evidence of the engines age then it would not have to pass an emissions test at all.

some mot places will do the carb test on the car if you tell them its a 1275 and not a 13i
