When you are welding you need to cover all parts of your body, unless you want a nasty case of sunburn-type symptoms or worse.
You will also need a welding mask.... cheap ones are available widely, but spending £70 can get you an auto-darkening mask which makes life easier.
For welding mini panels, it isn't the top end power setting on the welder in question so much as the lower settings. A welder which has a setting as low as 30 amps should be ok... alot higher than that and you will find yourself blowing holes in the panels.

There is a guy on mig-welding that can get you a great auto-darkening helmet for about £55-60.
