The following is taken from the The Road Vehicles Lighting Regulations 1989

Question: Does my mini need a fog light?
Answer: A fog light is mandatory on any vehicle first used after 1st April 1980

Question: How many fog lights can I have?
Answer: For vehicles first used before 1st April 1980 there can be any number of fog lights. For vehicles first used after 1st April 1980 and before 1989, there must be no more than two. Post 1989, this is restricted to one.

Question: Are reverse light to fog light conversions legal?
Answer: No, the legislation states that there MUST be a minimum gap of 100mm between a stop lamp and Fog Lamp, even if they share a common body. Retailers usually cover themselves with phrases like.... "Please check with your local road traffic laws for conformity"

Question: Where can I put my fog light?
Answer: There are a number of items which have to be considered but in summary. The light must be attached to near or at the rear of the vechile either on the center line or offside of the vechile. If must be no less than 250mm and no more than 1000mm from ground level. It must not be within 100mm of a stop (brake) light. It must have a tell-tale (means of showing when it's on ) from within the vehicle. Fitted so as not to cause undue dazzle or discomfort to the driver of a following vehicle.

The following figure shows the area in which the fog light can be placed (pink shaded), notice the area around the brake light is not shaded.

Good work there Guessworks!

Surely dozens of different models made after 1989 have two fog lamps? How come Rover were selling the near side foglamp kit right up until the end of production? I don't get that bit of the regs at all!

mk1 / mk2 Ford FIesta foglights work well...
Nice and flush to the valance and brighter then the standard mini ones.

Yeh, I thought that, but the amendements made in 1989, clearly as the first requirement
1. Number = One

but they also state that

Where two rear fog lamps are fitted to a motor vehicle first used on or after 1st April 1986 they shall form a matched pair.


I think during the late 80's & early 90's there were some discrepancies, I had a 90's Montego which had two, but then I also had an 88' Merc which only had one, but the cluster had the lense for the LHS one...

It was just easier and less confusing to say one.

The Options section says there can be 2. But a vehicle used before April 1980 can have any number. That'll be interesting! Just right for the Beemer up your tail with the overbright halogen lights! :(




2. In the case of a motor vehicle first used on or after 1st April 1980 and any other vehicle manufactured on or after 1st October 1979, not more than two may be fitted and the requirements prescribed by these Regulations in respect of any which are fitted are all those specified in this Schedule.
