Whatever works for you I guess, logic would suggest it would be best to push the tool so the filler is being pushed towards the gap rather than lifted away from it. I'm a couple of spoon handles merchant meself.
You can't push my bead inserter, it has to be pulled for it to work as the bead passes through the handle before going through the guide and into position.

If its this one then you pull it, it's similar to mine although mine has a metal handle with a hole going up the middle of it to help feed the bead into place.

When I did mine I pushed the tool, applying pressure infront of the tool so the fillet slides in.
