It would be possible to make that section out of tin, you'd have to make 3 separate sections, and weld them on one at a time, and then dress it all down and apply a skim of filler. It'd probably be easier and neater to just get a repair section, and chop out the bit you need.

Simple answer is they don’t make a repair panel for just that section, that’s why I suggested using a doorstep panel, which can be picked up fairly cheaply and is what i used to repair a similar patch of rust on mine.

You can buy full rear quarter panels, but that won’t help ThedooBZ as they only come up to the seam along the window sill and would be a bit pointless changing the whole quarter panel for that bit of rust from a cost point of view.

You can also buy full quarter panels and the full window/pillar surrounds as one panel, but they’re not cheap (couple of hundred) so not worth it again from a cost point of view and from either chopping that section out of the repair panel or the bigger job of replacing the whole lot as one.

Is that any good to ya?
It’s not a perfect match but maybe if you modified it a bit it...
