Currently, you do not need a minimum number of hours of tuition to take the test.
When I was learning, I had 17 hours of lessons and they cost £17 per hour (in Somerset, 2005).
However, from what I have read, MPs are proposing the minimum age being raised to 18, and that you will need a minimum of 20 (maybe even 50) hours of professional tuition. Who knows if it will ever be implemented though.

They've been saying that for years now.

There's a rumor every year at 6th form saying exactly that. Happened in my brothers year (2005) and my year (2007), I find it funny how people beleive it! Although my driving instructor was going on about having a years driving experience and so many hours driving with an instructor before you can take your test when I did pass plus with him. It's not practical for anyone and they'll never do it really.
