I hear that they'll fit over the kad brakes on the front, with spacers????

No not even close, they use the sierra calipers, not cosworth as they are vented, mounted further inboard I believe using Escort/Fiesta front discs, which are smaller in diameter than the original Sierra discs, allowing 13" wheels to fit easily.
Zcars have done inboard brakes before, which would allow 10" wheels to fit, have a chat I'm sure they could help you
