I'd be reporting his shoulder numbr if it were me. He admitted to improper use of his horn and even if he couldn't see the padestrian in front of your car himself anyone who has learnt to drive by the system or to class 1 should know better than to second guess the driver in front because they usually have a better view than you do. Also because you weren't making an obscene gesture but were actually waving using a disabled hand he would be in a whole world of trouble in court if you could actually prove that your hand has reduced function. I have reduced function in my right hand thanks to a string of stupid accidents and I know how it can cause misunderstandings but a Police officer should take that into account. It's disability discrimination.
There are as you say a lot of hard working honest coppers out there thank God. There are however also a lot of little Hitlers and power crazed kids running around in uniform. A friend of my girlfriend is a Paramedic (as she is herself) and a couple of days ago he was on a job when he came up to some temporary traffic lights under a railway bridge. There was no clear view so he pulled in rather than scream through under the bridge, turned off his siren but left his lights on and waited. Just as he was about to drive through there was the sound of a crash at the other end of the bridge and it seems that a woman in a small car had seen the reflection of his blue lights ahead of her and slammed on her brakes as she passed the traffic light, causing the imbecile in the BMW behind (who was speeding up for the amber light on a blind junction, idiot) to crash. Four cars written off and one minor injury (whipcash). Along comes Plod and decides to breathalyse the Paramedic who at the time of the accident was stationary behind a red traffic light at the other end of the bridge! Of course in order to breathalyse someone you have to caution them which is not a good thing for someone who has to do emergency driving for a living. So he was cautioned for his driving simply for being there and will now have all sorts of trouble at work and paperwork to fill in due to an accident caused by a silly girl panicing and being hit by a silly man driving irresponsibly. And these people are supposed to work with each other FGS.
