If I were to go for some custom decals for the side of my van, if i change my mind later on, how strong is the glue....if i pull the decal off will it damage the paintwork?

It shouldnt do - provided it is removed with a little care. warm the vinyl up gently with a hairdryer and it just peels off, any residue is usualy the dirt around the very edges of the vinyl which will wash off.

Only problem may arise if it has been on a long while (4-5 years or more) and your van is painted in a colour prone to fading or bleeding (like red !) as it may leave an unfaded patch where the vinyl used to be..

the only problem you might have is the paint will fade but not under the stickers

Yeah decals always come off easy if you get a bit of heat on em. If there is any glue left after, get it off with a bit of meths or deodorant. You shouldn't have an issue with the paint fading unless it's a solid colour, that's not been lacquered.
