I rang an mot tester for you (my usual bloke) useless but knowledgable... he said if they are there, as in fitted in the front, they must work however, if you cover the hole with tape and say it does not have any and you are filling the holes then you can get away with it.
hope this helps

Your MOT tester needs to go back to college!

Side repeat indicators are a legally required lamp for vehicles first used on or after 1st April 1986 and as such are MOT-able. Even if for some obscure reason there is an MOT loophole they are still legally required. The 'if fitted to earlier years must work' rule applies only to the hazard lights so does cover side repeaters. You don't say what year the car is Captain Kirk (why do people never say? The rules and the cars changed a lot over the years...) but since it says SPi in your blurb I'm guessing it's later than 1986. The side repeater will still be in an acceptable position if fitted in the A panels, actually the layout requirements allow you to fit them all the way back as far as the rear panel seam because a Mini is so short. Lots of people with flip fronts move them further back for simplicity.

The best place to fit them would be on the A panel.
