Prepping A Pattern Bootlid For Paint

I've got a pattern part bootlid that I'll be spraying soon and I'd just like to clarify what is involved in spraying it. It has come with some sort of black on it, I'm assuming that that is paint of some sort. So do I treat the panel as I would if i was to spray onto existing paint? (wet/dry sand flat, degrease then spray) or should I use an etch/oxide primer as if I would painting onto bare metal?

Sorry if this is really obvious.
