I agree with Ethel, but also what are you welding, it won't affect the wire speed, but if its mini bodywork, you will probably get better results with 0.6 wire and tip

Have you tried removing the tip and then trying to feed the wire through?

im welding some panels on to my mini i will change my wire and tip to 0.6 and see if there is a difference. when i remove the tip the wire comes out just as slow.

Look at the spool and feed wheel. the wire might be crossed under itself and my Mig had a habit of tightening the spool clamp by itself

Could be a dirty liner, wire caught on spool, not tensioned correct.
If you say it sounds like the motor is turning fast, then to me it sounds like the wheels are gripping the wire enough, try increasing the tension. If its tensioned ok, and its still doing this, then i would suggest that the liner is dirty. How old is the welder/ how much use has it had?

was you using that size wire before you changed if not maybe that the feed reel needs turnng over they usually have two slots one for .6 the other for .8 have you checked to see if the reel spins free before you feed the wire ie new reels not binding up on the spindle its mounted on.
