If you are taking a feed from the starter solenoid into the cabin, you should always have a inline fuse. However, not having an inline fuse wouldn't stop your radio from working.
Are you sure it is wired up correctly and has a good earth connection?
Try checking the fuse on the back of the stereo, there is a small chance that could be fried.
If the fuse is fine, and it is wired up correctly (permanent live, switched live and ground) then there is a chance the radio is dead.
Daft question, once you have turned the ignition on you have tried pressing the on button right?

So the radio doesn't work at all when its connected properly. But if you connect both the permanent and switched lives to a switched live it works (but obviously doesn't remember your settings).
That suggests a problem with the permanent live that you have run (I think you are calling it a memory cable).
More strangely from what you are saying, when both permanent and switch are 12V, it only worked if they came from the same 12V source?
That *can't* happen, 12V is 12V, simple as that. The only thing I can think of is the cable you are running isn't powerful enough for the stereo so although it has 12V it doesn't have enough current to turn on. However, I find this highly unlikely.
Have you tried reconnecting the stereo to the switched live and testing if it still works...?

For a permanent live wouldnt you want to take a fused feed from the battery?

You could do, but as the battery is in the back of a mini its often easier to take a feed from the starter solenoid as it is connected directly to the battery. Saves more than one cable running the full length of the car from the battery.
