Do you have a KnN cone or pancake filter fitted ?? if so this is most likely the culprit. By using the standard airfilter with a KnN replacement filter element will quieten things down a lot.

The other culprit for engine noise is the engine driven fan (provided it aint an MPi).

Also check that your exhaust doesn't have a hole in it or that you dont have a fat boy exhaust fitted. The standard system is very quite (if very inefficient) or if you've got a bigbore exhaust fitted try a genuine RC40 from minispares, these are very efficient and do a pretty good job at keeping the noise down.

Other than that, yes sound proofing the bulkhead, under the front carpets and behind the dash are your only other options but as is said before, if you want a truely quiet car then the Mini is not the best choice by far

You really do realise how noisy the cabin in a mini is when comparing to a modern car.
Soundproofing ideas have already been covered above - but be aware that the standard soundproofing around the bulkhead can act as a moisture trap and cause rust.

check that the manifold to pipe connection is not leaking, this will cause lots of noise

You can also sound proof the bonnet but I don't see the advantages really.
