i dont know how well the pictures can show this blemishes. i think they are repairs where the paint has deteriated faster than the car paint, or where the wrong paint was used. i have tried t cut but no luck....
any ideas or is it just sand down and respray..

oh ok but im not relly sure about doing something serious like that...

The marks look like patches of spray that have been applied with an aerosol can. You can see the lines which have been sprayed, (most likely to cover a blemish). You dont need to sand back down to bare metal. Just key the surface with a scotch pad and apply the correct colour. Easy!

i dont know how it looks for real but unless it's really bad then i would just leave it unless you can afford to get a professional to do it, it may just end up looking worse than it did to start with

from what I can see in the pics, that looks like it would polish out with G3 on a polishing mop. Take it to a bodyshop, would cost £50 max.

It also looks like sanding marks to me.
