Is This A Fog Or Spotlamp?

One of my auxiliary lamps on my 2000 Cooper Sport has a cracked lense, and I have a genuine Rover replacement with the same code on the lense (19003) . I got it from Somerford mini, and they say it is a fog lamp.
But the lamp it is replacing on the car is shown on the extreme right hand side, and is operated whtn the high beam lights are used, not when the fog lamp switch is used. Instead, the two in board lamps, as show, currently operate when the fog lamp switch is turned on.
Are the lamps wired the wrong way round on the car, and also, are the positions of the lamp incorrect?
Here are the photos. The one I am holding is the replacement which Somerford mini say is a fog lamp.

I thought the outer two should come on with the fog switch and the inner two with high beam, its to do with the maximun allowed distance from the corners of the car and the fog lights
