Which Rust Converter Is Best On Surface Rust

HI all

im after some advice and its not about how to come out of the closet

after cleaning up the floor pan i have found quite a bit of surface rust (shock horror) so ive wire brushed off all the loose stuff but this has left pitting, so im after a good rust converter to coat these areas first before i paint it.

Ive used the POR 15 starter pack so far which has given good results but just wondered what other people have done to give a good quality, long life protection from the brown cancer returning.

seems unanimous so far and hopefully will be sending the car to peter for spraying anyway (when ive saved the wifes wages) so jenolite it is

do you apply it and then sand back after or just
wire brush
paint on jenolite
prime
paint

or do i sand smooth after application then prime and paint

I did the first one, wire brush (well, angle grindered!!) then jenolite, then primered etc afterwards, but ask Peter as i'm fairly C**p with the body stuff
