it's a way for people to keep the topic current and at the top of the pile so people see it when they click "new post" button otherwise, after a few days it's down a few pages and no one sees it.

it's just a way to get it back on the 'new posts' so more people see it, potentially people who may be interested and have not see the post

Actually neither did I i just assumed it meant bump it back up to the top of the list i didnt realise it was an acronym?
