Yes, it was the new Labour governments Gordon Brown who abolished the rolling 25 year classic car tax exemption brought in by the Tories a few years earlier. In his first budget in 1997 as Chancellor for Tony Blair.
He called it a 'Bangers Charter' but if he had left well alone all Mini's up to 1986 would now be tax exempt and far fewer people would be tempted to swap their post-1972 classic Mini's, MGB's, MG Midgets, Land Rovers, Range Rovers and Triumph Spitfires, etc onto pre-1972 V5 log books!
